Monica entered temporary protective housing.
She was not treated as a hero.
She had lied under oath in depositions, signed reimbursement forms under an alias, and accepted years of salary from Daniel's foundation.
Her immunity agreement had covered financial records.
It had not covered false testimony about Van Fourteen.
The prosecutor offered no promise beyond consideration.
Monica accepted the uncertainty.
Daniel's defense moved to exclude the scar, the clinic photograph, and every record discovered because of them.
The motion argued that a healed injury could not establish which vehicle Monica occupied.
The government responded with the missing maintenance history.
Van Fourteen had a right-shoulder anchor installed backward during an emergency repair.
The bracket pulled the harness at an unusual upward angle.
The pattern matched Monica's scar and the clinic photograph.
The bracket manufacturer had issued a warning two months before the crash.
Daniel received the warning.
He signed a memo delaying replacement until the fleet's next scheduled service.
That was negligence.
It did not prove he ordered the crash.
The unsealed route archive went further.
At 7:12 a.m., Andre's original route sent Van Fourteen directly to federal court.
At 7:19, Daniel approved a detour through the maintenance tunnel.
At 7:24, a private security contractor received a message that the "package" would enter the tunnel in twelve minutes.
The message came from an account assigned to Daniel's office.
Daniel claimed his credentials had been used by operations chief Victor Sloan.
Victor died four years earlier.
The dead man became useful again.
Monica studied the records with her attorney.
She recognized the contractor.

The same company owned Harbor Point Recovery Clinic through a subsidiary.
The same company later sold three apartment buildings to the Pryce Justice Foundation at inflated prices.
Forty-six protected families lived in those buildings.
Daniel had not merely hidden Monica in a clinic.
He had built his public service network through the people who helped erase her from the crash.
The scar changed meaning.
For Monica, it had been a private mark of survival and shame.
In court, it placed her inside the van.
In the archive, it led investigators to the defective bracket, the clinic alias, and the contractor payment chain.
It still did not answer the hardest question.
Did Daniel intend for Andre to die?
Monica met him during a monitored attorney conference after both sides agreed that family communication might help locate missing records.
A glass partition separated them.
Daniel looked older without the courtroom suit.
"Why didn't you tell me the nurse kept the photograph?" he asked.
"I didn't know."
"You think I wanted that van to crash?"
"I think you changed the route."
"I did."
"Why?"
Daniel looked toward the recording light.
He said Andre's testimony threatened a larger protection operation.
The police sergeant Andre accused had access to witness addresses.
Victor Sloan believed bringing Andre into open court would expose forty-six active families.
The plan was to move Andre to a second secure location for twenty-four hours while federal agents isolated the leak.
Hale Strategic Transport would block the tunnel and transfer him into another vehicle.
Monica heard the shape of the truth and the excuse built around it.
"Did Andre agree?"
"No."
"Did the driver know?"
"He knew there might be a transfer."
"Did I know?"
"No."
"Then it wasn't protection. It was an abduction with paperwork."
Daniel's jaw tightened.
"I believed Victor had authority from Washington."
"Did you verify it?"
"No."
The answer mattered.
He had not ordered a killing.
He had authorized a forced transfer based on claims he never confirmed.
When the truck appeared early, the driver panicked.
Daniel said Victor called him after the collision.
He reached the tunnel and found Monica alive.
Victor told him that if she appeared in the official report, the compromised officers would learn she had heard Andre's final statements.
The families in Pryce housing could be exposed.
Daniel made the first irreversible choice.
He removed Monica.
Then he built twelve years of systems around that choice.
"Why blame the driver?" Monica asked.
"The driver was dead."
She held his eyes.
"That is not an answer."
"It was the answer that kept the program open."
Daniel explained that federal funding would have stopped if the unauthorized reroute became public.
Safe apartments would close.
Witnesses would be returned to local agencies already compromised.
He used foundation money to keep the housing operating after the unit was dissolved.
Some of those families were alive because Daniel preserved the network.
Monica did not deny it.
That made the lie harder.
The unsealed files revealed another fact.
Andre had recorded a message on the van's internal audio system minutes before the crash.
The file had been deleted from the official server.
A backup index showed it once existed.
Daniel said Victor took the recording.
Monica remembered Andre speaking behind her.
He said the police sergeant was not the highest person involved.
He named a judge's campaign treasurer.
He also said Daniel had met the developer twice.
Daniel denied taking bribes.
He admitted meeting the developer while trying to secure foundation buildings.
The distinction would have to survive evidence.
Then the immediate consequence arrived.
The government froze Hale-linked foundation accounts.
Rent, security, and transportation payments for forty-six protected families were due in eleven days.
Several residents were witnesses in active organized-crime trials.
Moving them carelessly could expose them.
Daniel's attorneys proposed a global settlement.
Daniel would plead guilty to financial reporting violations and resign.
The government would leave the Van Fourteen findings under seal while an inspector general reviewed them.
The foundation accounts would be released under monitoring.
Housing would continue.
Monica would receive immunity and a confidential settlement.
Andre's family would be told the driver caused the crash but that procedural failures contributed.
Daniel would avoid obstruction and homicide-related charges.
The offer protected living witnesses.
It also preserved the dead driver's blame and kept Andre's last recording buried.
Monica read the proposal twice.
Then she looked at Daniel through the glass.
"You made me hide the scar because you said people would die if the truth came out."
"They might."
"And now you're using the same families again."
Daniel's face tightened.
"They are real people, Monica."
"So was Andre."
